Chương trình RCIP là gì?

Chương trình RCIP (Rural Community Immigration Pilot) là chương trình Thí điểm nhập cư tại khu vực cộng đồng nông thôn được Chính phủ Canada chính thức công bố vào ngày 14.12.2024. Trước đó ngày 06.03.2024, Canada cũng đã đưa ra thông báo về việc ra mắt chương trình định cư tay nghề mới RCIP, thay thế cho chương trình Thí điểm nông thôn và khu vực phía Bắc (RNIP), và hoạt động tương tự chương trình nhập cư Đại Tây Dương AIP.

Chương trình RNIP đã chính thức kết thúc từ 31.08.2024 sau 5 năm thí điểm thành công tại 11 cộng đồng tham gia. Với chương trình Rural Community Immigration Pilot, Bộ Di Trú cũng sẽ tiến hành thí điểm 5 năm với kế hoạch mở rộng đến nhiều khu vực cộng đồng hơn so với RNIP. Theo đó, 14 cộng đồng tham gia chương trình RCIP bao gồm:

Mục tiêu chương trình RCIP

Các vùng nông thôn và vùng xa xôi ở Canada đã đóng góp đáng kể vào sự phát triển kinh tế của đất nước. Tuy nhiên, các khu vực này đang phải đối mặt với tình trạng thiếu hụt lao động và suy giảm dân số do cư dân địa phương có xu hướng di chuyển vào các khu vực trung tâm để sinh sống và làm việc.

Để giải quyết thách thức này, Canada đã thiết kế chương trình Rural Community Immigration Pilot nhằm thu hút người nước ngoài đến làm việc tại các khu vực ngoài đô thị, góp phần đáp ứng nhu cầu nhân lực và thúc đẩy phát triển kinh tế, đặc biệt trong các lĩnh vực quan trọng như chăm sóc sức khỏe, sản xuất và nông nghiệp.

Không chỉ hỗ trợ các cộng đồng nông thôn tìm kiếm ứng viên tiềm năng cho các vị trí quan trọng, chương trình RCIP còn giúp ứng viên nước ngoài có cơ hội trở thành thường trú nhân (PR Canada) tự do sinh sống, làm việc và hưởng nhiều quyền lợi.

Điều kiện tham gia chương trình RCIP

Để tham gia chương trình Rural Community Immigration Pilot, ứng viên cần đáp ứng các tiêu chí sau:

Lời mời làm việc (Job-offer)

  • Có thư mời làm việc full-time, không thời hạn từ một Doanh nghiệp được chỉ định (Designated Employer) tại một cộng đồng đủ điều kiện tham gia vào chương trình RCIP (Designated Community).
  • Công việc phải thuộc lĩnh vực thiếu hụt lao động, được xác định bởi tổ chức phát triển kinh tế của cộng đồng.

Kinh nghiệm làm việc

  • Tối thiểu 1 năm kinh nghiệm làm việc liên tục (hoặc tương đương bán thời gian) trong vòng 3 năm trước ngày nộp đơn.
  • Kinh nghiệm làm việc phải phù hợp với vị trí công việc được tuyển dụng.

Lưu ý: Sinh viên quốc tế tốt nghiệp tại một cơ sở giáo dục ở cộng đồng chỉ định sẽ được miễn yêu cầu kinh nghiệm nếu:

  • Hoàn thành chương trình học toàn thời gian trong vòng 18 tháng trước ngày nộp đơn.
  • Sinh sống tại cộng đồng ít nhất 16 tháng trong 2 năm cuối của chương trình học. Nếu học Thạc sĩ hoặc Tiến sĩ dưới 2 năm, sinh viên cần sinh sống tại cộng đồng trong toàn bộ thời gian học.

Trình độ ngôn ngữ

Ứng viên phải cung cấp kết quả bài kiểm tra ngôn ngữ tiếng Anh hoặc tiếng Pháp được chứng nhận (IELTS, CELPIP, hoặc TEF) với mức yêu cầu sau:

  • Với vị trí công việc thuộc TEER 0 hoặc 1: CLB/NCLC 6.
  • Với vị trí công việc thuộc TEER 2 hoặc 3: CLB/NCLC 5.
  • Với vị trí công việc thuộc TEER 4 hoặc 5: CLB/NCLC 4.

Trình độ học vấn

  • Có ít nhất bằng trung học phổ thông hoặc tương đương.
  • Nếu có bằng cấp từ nước ngoài, cần phải đánh giá tương đương tại Canada (ECA).

Tài chính

Ứng viên phải chứng minh khả năng tài chính đủ để hỗ trợ bản thân và gia đình trong năm đầu tiên tại Canada, trừ khi đang làm việc tại Canada (onshore).

Chứng nhận khuyến nghị từ cộng đồng

Ứng viên phải có giấy chứng nhận khuyến nghị (Certificate of recommendation) từ tổ chức phát triển kinh tế của cộng đồng tại thời điểm nộp hồ sơ.

Ý định định cư

Ứng viên phải chứng minh ý định cư trú lâu dài tại cộng đồng chỉ định nơi mình sẽ làm việc.

Danh sách ngành nghề ưu tiên nộp PR theo RCIP

Từ tháng 04.2025, các cộng đồng tham gia chương trình RCIP lần lượt công bố danh sách ngành nghề đủ điều kiện nộp PR Canada theo chương trình RCIP.

Ứng viên phải chứng minh có đủ tài chính cho bản thân và các thành viên trong gia đình có thể sinh sống tại Canada trong một năm đầu tiên. 

Những ứng viên đang làm việc tại Canada sẽ không cần phải chứng minh tài chính.

Chương trình Rural Community Immigration Pilot không yêu cầu đương đơn phải có LMIA (Đánh giá tác động thị trường lao động) như đại đa số các chương trình định cư Canada khác.

Ứng viên cần đảm bảo hội đủ các điều kiện của chương trình RCIP (Job offer, ngoại ngữ, kinh nghiệm làm việc, bằng cấp, thư khuyến nghị của cộng đồng) để thuận lợi được cấp PR.

Chương trình RCIP cung cấp con đường trở thành thường trú nhân cho gia đình đương đơn, đem lại các quyền lợi về y tế, giáo dục, an sinh xã hội tương đương công dân. Đổi lại, ứng viên cần sinh sống và làm việc tại các khu vực xa trung tâm và kém sôi động hơn. Tuy vậy, gia đình sẽ tiết kiệm được phần lớn chi phí sinh hoạt, nhà ở khi sống tại vùng rural so với khu đô thị lớn. Môi trường sống yên bình, trong lành cũng là một điểm cộng khi chọn đến vùng rural Canada. 

Tư vấn định cư Canada RCIP với Doslink

Trong năm 2024-2025, Chính phủ Canada liên tục đưa ra nhiều thay đổi theo hướng siết chặt chính sách di trú diện tay nghề. Tuy nhiên Canada vẫn nhìn nhận việc giải quyết thiếu hụt nhân lực tại các vùng nông thôn là rất cấp thiết. Xu hướng các chương trình định cư Canada trong năm 2026 sẽ ưu tiên để giải quyết sự thiếu hụt này.

Ngoài ra, việc mở rộng cộng đồng pháp ngữ ngoài Quebec cũng là một trong các mục tiêu quan trọng của Canada. Chương trình Francophone Community Immigration dành riêng cho các ứng viên biết tiếng Pháp cũng đã được triển khai.
